Plans and information for a very similar jig, the Raymac, appeared in Model Engineers Workshop serialized 9/2001 to 2/2002; this unit may be somewhat more capable than the Tinker.
A 0.250 diameter end mill will take 3 cuts per "lap", so you cannot run the mill around the edges of the jig top plate cutout edges and cover the whole area of the bottom. Maybe that is not an issue because you will be drilling most of the metal out before you start milling.
